§ 23-217. Proper disposal required.

(a)

A person commits an offense if he unloads or offers for sale or exchanges liquid waste, except at a place permitted by the city, the state or the federal government.

(b)

A person commits an offense if he deposits or discharges liquid waste onto a street or into a storm or sanitary sewer of the city or an area that drains into the storm sewer system.
